Big problem that keeps me from getting started

I've never heard this about deactivation. Neither have a lot of other occasional Amazon affiliate marketers.For a lot people its just a sideline or an occasional link on a post for a product. It might be an older policy. See this previous Warrior Discussion...

You can easily get around this by having a few friends click on your affiliate link and purchase something. If they won't do it out of the kindness of their heart, offer to pay for the item for them. Get something small but that will be useful like batteries, dish soap, etc...You might spend $20-$30 buying items for your friends but it will keep your account in good standing if you're worried about deactivation.

Do you have an email list already or a blog following? Have you considered promoting relevant products from JVZoo, Clickbank etc. to get the ball rolling.

There are plugins thst let you build amazon sites very easily. The next would be to get right traffic and make sales. Once you have determined those you can move quickly...
But have a strategy first. You should probably have site built first. Then apply for amazon affiliate it might take few days. But know how and from where you going to get traffic, once you have pieces you are all set to go.

Do you consider other affiliate networks like Jvzoo or Clickbank, it is suitable and easier for beginners. There are some Vendors on Jvzoo who approve affiliators with 0 sale. Also, while you promote products on these sites, it's a good chance to improve SEO skills and building website (dont have to code) like Wordpress.

Myself and many others who have built Amazon sites usually focus on traffic first before adding the Amazon affiliate links. There are many other affiliate programs you can use in place of Amazon before you gain momentum, you could use Adsense or Media.net.

Well.
You can make money within your first 3 months.

It all depends on how you market your website.

For me personally,Quora is my number 1 source of targeted traffic and you can use it almost with any niche by helping questioners there.

The more answers you write,the more traffic you can drive almost overnight depending on how many and valuable answers you write.

Don't be afraid of any deactivation. I created an account and didn't make a single sale. After a while I got deactivated. But the process to reactivate the accounts was easier than signing up.

Don't worry about that, yes it's true if you don't do 3 sales in 3 months your account will be deleted. But as you said you can start developing the site and drive traffic and once you reach 100 people a day, for example, you could start putting the affiliate link and have a good chance of making some sales.

Don't worry too much, what you are doing is called paralysis by analysis.

It's normal at the beginning but once you become more experienced with online businesses you will take action faster

Amazon certainly does do something like that. Here's the facts:

"Thank you again for joining the Amazon Associates program. We are reaching out to you because we have not seen qualified sales activity on your account. As a reminder, Associate accounts that have not referred three required sales to Amazon.com within 180 days of sign-up will be automatically rejected. At this time, you have 90 days left to drive qualified sales and avoid termination and closure of your account."

It seems to me that you yourself answered your own question! If you want to create a site in parallel respect in Amazon Affiliate, then it's risky, it's better to do all the work in stages.

Yes It's a new rule they have brought in. As mentioned in earlier go for products for example JVZoo or Clickbank. Why promote a product where you get $3 for a sale when you can get $50 commission for the same work.

No other way. Amazon will close your account if you are not getting 3 proper sales. They will actually review at that time only.

Build a site and generate good traffic. Then you will easily make those sales and get through amazon.
