If a competitor's page has 0 backlinks but their site has thousands of backlinks, is it worth trying to compete?

It depends. Is there only one competitor? Are they the only site showing up in a search? If so, who cares?

If you build a better site and get better backlinks to the page, you'll eventually outrank them but being #2 isn't all that bad if you never do, either!

This depends on your goal . Links are useless if they aren't quality or if they are broken. Try to focus on producing valuable content . Now I am not saying not to keep an eye on what your competitor is doing .Optimize your pages ,check for broken links , make sure that you insert the keywords that you want to rank for on each page on your site. Quality pretty much beats quantity every time .
