Ranking and Renting Google Places/Maps/Local Listings

I've been reading some chatter in other venues about people that are creating, ranking, and rent out a Google Maps listing to local businesses.

Do you guys know of anyone that has any good training or discussion on this topic, especially content developed in 2018?

I haven't been too successful finding anything like this on WF that contains newer content.

    If they don't have a physical location, they can't have a map listing. Mailboxes & registered addresses are not allowed. Once Google realises, they will take the listing down. I've had discussions with Google reps about this & the stance is clear.

    You can create sites & rank them. Then rent them out. People out there make it look easy. But it's not.

    What do people think about the various companies out there that are advertising that they can get you in the local 3 pack? It sounds too good to be true, but how does this not violate Google's terms of service? Thanks.
