Yup, the ebook needs to be the FRONT END for your offer. You do not make money on them. Maybe they help you cover your cost of customer acquisition, maybe not. If they're free, they obviously will not.

So what you seem to be asking is where can I give away my stuff for free ( so I can develop a mailing list), right? It's pointless to put it in a place when no one will see it. Put it on Amazon? C'mon. A zillion other books are there. Are you going to drive traffic to that Amazon link? Like paying for traffic? No? NO ONE is going to see it) Free traffic or Paid traffic, You choose.
