Fastest way to get a new site into the Local-pack 3 please?

Hey guys, I looked at a few videos on this topic plus online tutorials and they all seem to suggest doing the same basic stuff:

Your On-page website optimization
Monthly quality Backlinking
Creating fresh and regular content with helpful articles for the reader
Creating and optimizing GMB page
Doing as many Local Citations
Doing Google Maps optimization
Managing NAP and Citations
Getting as many Reviews
Setting up Social Media accounts

but I am not sure doing all of the above works "for high competition niches" as everyone is doing this so what else aside from the list above can one do please?

    Thanks.

For Service providers who don't have a physical location, who do only onsite work, is there any need to do any of the "maps" optimization like google maps, bing maps e.t.c?

Also, regarding Social Media, should one open accounts on all of them or only facebook?

For the social media, open as many as you can handle managing at one time, but start with facebook and get that set up first before you move on.

  • Take local citations as far as you can both on- and off-line. For example, make sure you join trusted organizations such as the Chamber of Commerce. This shows you're a legitimate business that takes serving your community seriously. Also, make sure your site is mobile-responsive. This is a very important local ranking factor for Google.

Put the name address and phone of the person who is at the top of the pack in google.

It will show you all the citations they have.

Start with the best ones and work your way through the list.

    Get some fresh reviews.

Make sure your GMB page is optimized and you have the correct NAP on the website
