Here's an example to lay it out for you...

    The url is joesbluewidgets.com.

If you visit that address, and look at the top of your browser, you see:

"Joe's Blue Widgets has the very finest blue widgets in the world, guaranteed"

Your key phrase is "finest blue widgets".

A search using allinurl would not return Joe's site because all three words in your key phrase are not in the web address.

A search using allintitle would return Joe's site because all three words do show up in the title of the web site.

    Does that help?

    Edit:

Just my opinion, but I think both of them show more intent to optimize for a key phrase than simply having the phrase show up in the body of a web page. That could make those pages harder to compete with. Could, not does...

If you judge 'intent to compete' by the effort required to do something, allinurl would show more intent than allintitle - if the keyphrase is in the actual url, the part between the www. and the .com - because it takes more work to put it there (actually researching and registering the domain name). If the allinurl shows the key phrase in a subdomain, subdirectory or file name, I consider them relatively equal as far as intent to compete.

      Focus on both...

      Here's why..

Just think that the process of competition research is based on point system..

If there's a keyword in TITLE only for a website then it earns 1 point.
If that same website has keywords in it's title and url then it earns 2 points..
If that same website has keywords in it's title, url and page DESCRIPTION then it earns 3 points..

So the best way to find competition is by counting the points..

If you find a competitor with only 2 points then you beat him by optimizing your site with 3 points..See,it's easy right?

Another easy way to DO COMPETITION research is by looking for WEB 2.0 properties such as article directories, yahoo answers, and blogger,squidoo..You can easily BEAT them with good on page SEO(use LSI) and off page SEO(BACKLINKING)

Let me summarize my competition research tactic:
1.Just type your keywords and search in Google..No allintitle or with quotes but NOTHING.(don't worry about the competition)

2.Then look for WEB 2.0 properties on 1st and 2nd page...

The easiest way to do so is by using http://www.semrush.com.
It's a good competition anaylisis tool..Hit your keyword in it's search box and it'll display top 20 results that's related to your keyword.SEMRUSH is also good because it'll let you choose from which DATABASE you want the information. In this case choose US as it's the BIGGEST market to target!!

3.Next count the points..(sometimes the site will rank for keywords other than what you searched for..example: if your keyword is "easy dog training" sometimes the page that optimized for "fast dog training" will rank well for your keyword most probably because of LSI issue and good backlinks. This could be an advantage for you as you can beat it by placing your keywords accurately in title, url and description..)

4.If you find a wEB 2.o property of PR5 with 100 backlinks..then all you got to do is to submit your content at WEB 2.0 of PR5 and above (the higher is the PR the better) and build more than 100 backlinks to beat the previous WEB 2.0 property..I learned that if GOOGLE allows that WEB 2.0 to rank in top 10, of course it'll allow yours as well!!

5.Make sure you spy on your competitions' LSI keywords as well and 100% copy it..

Usually his technique works well for article marketing..I just realized the potential of doing competition research like this and it saved me a lot of time..

      My 2c..
