
Apps to manage "service arbitrage"?
Is there an online app that facilitates the delivery of a service? For example:
1) Customer pays via Paypal.
2) They are redirected to a page with a form. They fill-in the form, with their preferences. For example: "I want the article to be 500/750/1000 words".
3) All the info goes to the backend, where a member of the staff can assign the project to themselves. Once this happens, another member of the staff shouldn't be able to "snatch" the project.
4) Once the work is done (say, 5 articles are written), the member of the staff can submit the work inside the system, and the customer can get notified and check out the work.
Important: At NO point should the staff or the customer know each other's name or email address, as it would then be easy for them to "work out a deal" and cut out the middleman (the company that does the marketing, collects payments for the project and employs the staff member).

Does something like this exist?
How do people perform "service arbitrage" these days (other than getting paid, contacting someone on Fiverr to do the work, and then emailing the finished work to the client)?
