Creating a comment box in a HTML website

Can anyone explain how to add a comment box to a HTML website?

I don't want to create a MYSQL database, i don't think my hosting allows it.

Is it possible? what about with PHP?

    I use Site Comments Pro (Site Comments Pro - Let Your Visitors Interact With Your Websites) which works great but appearently you can't get it at the moment cos they're updating it.

    You can use it on HTML or PHP pages and don't need a MYSQL. If you want to use it on a HTML page you need to add line of code to your .htaccess file.

      I would try to find a php script but it won't execute in a html page.
