When people say to submit an article to RSS sites, are they talking about signing up for a site like feedage and adding the url of the article as a feed? or is it more complicated than that?

You wouldn't be adding the URL of the article as a feed, but rather the RSS feed of the site that the article is posted on. Another large RSS aggregator to check out is Technorati.

      Alright, thanks for the reply.
So if I added the feed of the article site, do I just have to add it one time, and it refreshes each time I post a new article?

That is the idea, yeah. If you're using WordPress or something similar, you can set it up to ping the services when a new post is made and their spider will come and snag the update. If you don't have pinging setup, their system checks your feed for updates at some set interval (generally hourly, in my experience.)
