Free stuff - How much is too much?

I give my list of around 2000 a weekly PDF and video tutorial. I do this for 52 weeks of the year. I'm told it is very good content and have been thanked many times. However, when it comes to them making a purchase, very few actually do.

Could it be that they are so used to getting stuff free that they are becoming reliant on it? Should I reduce my free content and if so to what extent?

    You need to send out free material that leaves the reader wanting more information on the subject or a complimentary product. I am not saying your send free material shouldn't be useful but it should also be part of a sales funnel.

    Send them the free PDF with a pitch for the in depth look over my shoulder video course
    Offer something complimentary to your free offer, If you send a free wordpress tutorial sale some wicked themes.

    Send out a free tutorial on how to use some cool new software to make money and included your affiliate link for said software.
