You can google "free banners" and find a bunch of fairly
cheesy free design sites that allow you to make your own
banners. These banners generally include an advertisement
for the free site you got it from.

There are a lot of websites that offer free banners (flash, static etc). You can generate a banner within minutes.

You can download a free trial of PhotoImpact -- there are lots of free tutorials online to help you learn how to use it. If you like the software it only costs $70.
