Need a membership'ish software

Hi All, see if you can answer this one.
I've got an idea for a membership site but none of the software I see can do the job, actually they do too much.
I want software where members can log on and view requests from non-member posts, these posts need to be categorized and the non-members have to set up an account that can be verified by email, just to check authenticity, and so they have their details saved for future posts.
I also want relevant, categorized posts sent automatically to members that have 'ticked' an interest in that category, ideally these posts will stack and be sent out in one email a day to stop any email avalanche irritation.
That's about it. Not sure if I need membership software or more of a power email app / forum
Oh, also need to take subscriptions off them

    Just off the top of my head, this really almost sounds like more along the lines of a helpdesk software than a membership software per se.

    As most helpdesk softwares will require a user to register before they can enter a ticket (request). Only operators (members) can view and answer tickets. Most allow operators to belong to one or more departments (categories), and some would include the e-mail operator (member) functionality.

    I'm not sure if this will be helpful to you, but I thought it might at least be a start. But searching for Help Desk software may help you find something closer to what you are looking for.
