What is a proper/effective use of keywords?

I'm reaching that stage where I need to understand a little more about keywords and how the search engines find and use them. Any comments and tips much appreciated.

When I'm writing an article of 350 words approx I find that its very hard to realisticaly place more than 2 different keywords without the article looking contrived. Also, if I use a 2% placement formula then placing any keyword/combination in that short of an article 6-8 times just plain looks weird, so my placement really ends up around 1% or less.
Does anyone else find this, or am I off track with this kind of thinking? I'm most worried that the search engines really do need 2% placement or more to recognize the keywords.

The other question is about keywords placed outside articles on the website/back stage areas. eg In wordpress to the right of the 'new post' is a url type box for 'tags'., and article sites like ezines also ask for them.

I often use this as a way of placing keywords that I can't fit into the articles/posts. My question is; how effective are these extra keywords? Does a search engine read them just like keywords in an article, or do they have/get a second rank rating?
In plenty of the tuition I'm following they often say just put one or two keywords there, not to overdo it. What would be an ideal number of keywords and why?
Can I hurt things by putting say, 10 keywords or more in there?
