Sending large payments internationally online?

Edit: solution found! (Described in last post). Thanks for all your suggestions, everyone.

I'm just wondering if anyone might have some suggestions on how to accomplish this.

A friend of mine just called wanting to know how he can send 10K USD out of Ukraine "over the Internet." He said the bank won't let him wire transfer that much to someone who isn't a relative. (Yes, I find it very odd, too.) Western Union fees are more than he wants to pay.

From his description, he's thinking of something like PayPal or AlertPay. But I'm thinking opening an account there and sending that much in your first transaction is going to get your account frozen.

I told him 10 grand is kind of a lot and he answers "That's a lot? Really?" Sigh.

And yes, I do know this guy and his business. This is not some Prince Whoitz de Whatzits who's forced to sneak his royal fortune out of Oogastan after his father was assassinated and he just happened to find my email. ;-) Thank you in advance for any suggestions. I appreciate the help.

      The problem with using escrow.com for this is that they are just a 3rd party that needs a method of payment which is normally credit card or paypal. Either of those could get stopped due to the sudden high value.

    That's kind of what I'm thinking. He's in Rivne. I didn't even ask if he tried at another bank. Either that or they said he can only send that much if he has a legit business and shows documents (which he does and could), but he's trying to avoid taxes. If it's the latter case, well, no wonder he's having trouble.

    He can pay through credit card, but yes, if a highish amount is any issue then...hm. Still looking into that.

    Thanks Illustraboy. I'll look into that, too.

    Escrow.com looks good, but Richard's right in a way. Credit card payment is limited to 5K and the only other option for him to pay would be wire transfer, which he's trying to avoid. Plus he doesn't speak English, which might make using that company a bit harder. I think he needs to go to another bank.

    Edit: solution found! I called back to his cell while he was running around town and mentioned the "small bank" problem. Looks like that was it. He's got something that only takes 2% now.
