I'm trying to make a video in Powerpoint using 17 slides and i need the video to be 4 minutes long (23 seconds per slide). Is there a way to time each slide to make the video last that long?

    Yes, there is... Exact directions depend on the version of PPT... Go to "help" and search for slide transition. You should be able to find it from there.

    1- Record the visuals of the PPT by manually changing the screens yourself without worrying about the time.

    2- Bring your recording into Camatasia, Screenflow or MovieMaker (w/e) and then speed up or slow down certain visuals to make it more interesting and keep the final time frame to what you need.

    3- Add an audio track, render, shove to youtube.

    Last time I was making a video from PP, I went this way:
    - you can save all the slides as images
    - imported the images in Windows Movie Maker and put them in the timeline
    - recorded the audio with Audacity and brught the file into WMM and added to the timeline
    - adjusted the length (seconds) each slide/images is shown

    I guess that was it.
