Free Photoshop Application Out There?

Hey Warriors,

Is there anything FREE to use that is similar to Photoshop? Photoshop is crazy expensive I don't think I need quite as many bells and whistles. Please let me know. I believe I need something a bit more than MS Publisher but not quite as powerful as Adobe and can make PDF's.

This would be for ebook covers.

    Should get the job done. Its a little awkward to use at first, but it can do quite a bit.
