Building an efficient downline ?!

I don't know If I posted in the right category but here is a very important issue for me : I need to build a downline with (preferably) thousends of members...I don't sell anything however, I am just giving away ''toolbars'' in which paid adds can be clicked.The more ads clicked the more money I make... Is it worthwhile to buy a program like : ''paypal xtreme mailer '' (for instance) where you reach 3.000 000 people at the same time ? Is there a program you know of which is efficient and who has a database with really intrested prospects ( people who like to work from home, etc.)
Some comments/advise would be most appreciated, thanks a lot in advance !

    You are getting into illegal spam territory if you are buying email lists. Now if you are paying to be included in someone else's mailer, that might be something you can try. Overall, you really need to build your own customer base, and that takes time and a good plan.
