offline mail management - %net or flat rate?

Was talking with a local business today and I see some big potential to boost his results using email. Was wondering if I should go for a high flat rate, or % net.

I'm thinking % net, as it gets him comfortable with the exchange, but that doesn't give him incentive to work hard every month like a nice high flat rate.

What's your preferred model and why?

    I always charge a flat rate which increases as the mailing list grows.

    %net is to much hassle and takes to much time to track>
