Where do I find cost competitive outsourced contractors?

I've read and heard that it is possible to hire competent web designers, writers, and other contractors overseas for $3- $5/hour. Is this true? I just checked a few projects on odesk, and the average rate I saw was $9-11/hour for web design. Where do you find these lower priced contractors? If I can find the same quality for a lower price, I'm all for it. I can pass the savings on to my customers and still ensure a decent profit for me.

    This is good question. I want to know too as Sammymar asked...: How many hours is a designer need to create a complete website in common (exactly)? For example: an ebook selling website. So I will know how much money I should put in it.
