What I'd do is think of something to write that will be useful to my target market.

First thing I'd do = research.

Being debt-related as it is, it should offer a list of tips they can follow to prevent and/or solve their debt problems, a list of organizations and firms (with contact details) that can help them along with a set of tips and steps of how to maximize the help they get from these organizations and firms, a list of software to keep track of their credit purchases, calculate taxes and interest rates, and provide updates on current interest rates (also write tips and steps to use these programs and how to maximize the use of these applications), and other info products which can help them (opt-in content must show them how these info products can be helpful and maximized for their fullest benefits).

Then, I'd contact these organizations and firms about pay per lead and other CPA programs.

I'd contact these software developers and ask about an affiliate program.

I'd contact developers of info products for an affiliate program.

At this point, I'll write the opt-in content.

If I don't know copywriting and softsell marketing writing, I'd:

=== talk to an advertising and marketing firm based in my target area so I can tell them what I need, send them my research, ask them to add more ideas, bounce ideas until they can help me come up with great content with matching cover and title for the opt-in ebook.

Then, I'd post it on my site for download after opt-in.

If I don't know squeeze page copywriting, online softsell content marketing writing, online content marketing, search engine ranking strategies, traffic generation and conversion techniques, I'd go to an online marketing firm based in my target areas then bounce ideas with them until they can deploy effective online marketing strategies for my squeeze page and opt-in upsell content.

This is just what I'd do because, in my experience, doing this'll give me the results which work for me but may or may not work for everyone.
