Payment problem???

I don't really know if this is the right place to post this.If its not let it be moved to the right place please.
There's been the problem of online payment over here.Though lots of efforts are being made to solve but the gap is still too wide.
So,I have been looking for a good and cheap source where I can prepaid debit Visa and Master which can be resold to Nigerians for use on the internet.
Any suggestion in that direction is welcome.
