Hi.

If a domain name is not available and the domain name itself does not have an up and running website, how is it possible to contact the domain name owner so see if he wishes to sell?

    The only way to do it is to look them up and see if their email and/or phone number is listed. You can do this through most registrars. Try godaddy. Type in the domain that you want and when it says not available, click on the "info" button about. This will take you to the owner's information.

    In most cases, their information is listed. If they have private registration, you won't be able to get it.

      A good way to find out info about the domain name owner, is using WHOIS.

    this happens to me a lot, but usually someone has it just to sell it. If not, just add 'the' in front of what you wanted, or something similar. So, instead of warriorforum.com, you could try thewarriorforum, etc.
