I purchased an "employment manual" from a website recently claiming to give out contacts etc within a certain industry. Here's a quote from their website :

"The most effective way is to make contact with known named contacts within the industry. A priceless source would be an in-house confidential directory of contact names, addresses, emails, telephone and fax numbers of rig employers - That's precisely what we have available - a confidential directory of every offshore rig employer in the world. by contact name, address, phone, fax and more. Don't be fooled by others - no one else has this information - but we do, and for YOUR benefit,Don't be fooled by others - no one else has this information - but we do, and for YOUR benefit,

You will be provided with the essential listings from that source directory sufficient for you to secure a Rig Job with our help.

Now you can buy the Offshore Rig Employment Handbook and get yourself an offshore job - or you pay us nothing"

So, basically all they supplied was a couple of websites anyone could find (literally 3!!). So I'm not in the habit of asking for refunds but this was nearly $70! I sent them an email respectfully asking for a refund. What I got back was a load of tripe on how no one had asked for a refund in 8 years, my request was unfounded and paypal won't refund me due to it being a digital product (which I believe is correct) so they won't be taking things any further!!!

Is there anything I can do about this?? Obviously they have not supplied what they promised at all?!?!

Sorry about the long post!! =)

    1. I would file a complaint with PayPal.
    2. If that does not work, if you used a credit card to fund the transaction, you can reverse the charges on the card.

If it is a Visa or Mastercard labeled debit card, you should still be able to do a chargeback.
You can file a dispute with Payapl, but they won't do anything. All they care about is if you got the product or not.

    Hi,
It sounds like a scam to me. Unfortunately there's little you can do for that amount as paypal won't refund on digital goods and credit card's limit hasn't been reached if you paid this way. Frustrating I know. Over the years I've been caught a few times for what seems small amounts but they add up.

What makes it even more frustrating is that they went and actually looked for a way of getting out of paying and actually quoted paypal TOS to me!! If they have not had one complaint in 8 years you would think that they would want to keep that record in tact?!?!

What was the stated refund policy on their site?

If it says refunds will be issued, I would still file the complaint. It won't hurt.

And why anyone uses a debit card is beyond me- this is just one example of the many disadvantages of them.

I guarantee their comment about nobody else asking for a refund in 8 years can't be true. Any product that makes any decent number of sales has refund requests... when they respond that way, it tells me they probably get a lot of them, so they have that lame canned answer ready.

There is probably a customer service phone number on the back of the card. Call it and ask them, otherwise ask your bank.

Hey Ellis, do you have a blog or website on which you could write a scathing "review" of these scammers and perhaps help others avoid getting ripped off? With the economy in the toilet, more and more people are getting laid off and becoming desperate for "services" like this that promise to help them get a good job. And more and more scum bags likes these are going to be taking advantage of them!

I think if you just report truthfully what happened, as you did here, they can't come after you for "impuning their reputation" or libel or whatever. But I'm not a lawyer (and I didn't even stay at a Holiday Inn last night). Maybe others here can shed some light on this aspect?

If nothing else, please PM me with this company's name and website. My primary niche is related to job seekers, and I'd like to warn them about it.

        Thank you!

I still think that a complaint to paypal is worthwhile. It might be their policy now but changes can happen if enough evidence is reported.
