The owner gets to decide whether responses are allowed, and whether they have to be approved. It is a setting for each video.

The options are:
-- Yes, allow video responses to be added automatically.
-- Yes, allow responses after I approve them.
-- No, don't allow video responses.

By default, responses are allowed but have to be approved. As with all defaults, many people never bother to change it.
