Creating Link Widget w/ Anchor Text?

I want to create a link widget (for SEO purposes) with anchor text that points back to my website. This would be given to fans & customers. For example, I'd like to create a widget that looks like the 3rd widget @ the bottom of this page: Widget - Foodbuzz

How are widgets like this (with anchor text) created?

    Istvan - Appreciate the links; any way to move this message into the "programming" section?

    I was looking for a general overview of how to create a link widget with *anchor text.* Using regular HTML IMG tags, I cannot create clickable anchor text that's separate from the banner image. Therefore, I don't think this falls into website design. More like programming, maybe?
