Are Incentive Offers or Sites legal?

I mean,...are they considered Schemes?

Let's say I have a List and I offer incentives to CPA offers (Those that DO allow Incentived offers).

Is that legal?

    Yes it's legal as long as the offer information states it can be incentivized.

    Perfectly Legal and not a Scheme. You can Incentivize using Cash (if allowed) or with rewards (if Allowed---such as credits ect...) Your CPA Publisher should provide you with details on the ways the Ads can be Incentivized or Not Incentivized.

    I have been working incentivized offers into my business plan recently and they do really well. If it was illegal then the networks wouldn't offer them.

    How Can I track if the persons who clicked my link to an offer that allows incentive traffic, really completed the survey or submitted their email?

    I mean, How Can I be sure that person really did what had to do so I earn the comission?

    they are legal as long as you use the correct terms etc and have the correct licence, you need a lawyer if you are thinking of starting one of these.
