Who is a Tier 1 Player?

I was going through a post today in this forum where the writer was talking about "how you can 'force' a guru to jv with you on your next product launch".
In this post i saw an interesting contribution from a fellow warrior and he said one of the best ways is to get tier 2 or tier 3 players to promote your product first.
Please my question is: Who or what is a tier 1 or tier 2 or tier 3 player in IM? Obviously the post i am refering to was not posted today and i can not get the contributor or original writer to explain this. Can anyone please throw more light on this?
