Yes it is a top level, but I believe what you are asking is it a top choice, or am I wrong? As a top choice I would not go that route. I am not saying I am an expert by any means, but I have yet to see anyone show me why it is better to take anything but a .com domain. I have bought a few .net in the past if the name was very good and the .com wasn't available but typically I now just keep on trying to find a good name that I can get the .com domain extension.

The only reason I can think to have any of the other extensions is if you buy them all and keep the .net, .biz, .info or whatever for different purposes. I have bought them all so no one can get them and then put the others on redirect to the .com. But I don't normally do that either.

But that is just one man's opinion and I am sure others may have a different way of looking at it.

Yes. If it were not a top level, it would be .info/anotherpage.htm

        This isn't quite accurate.

"Top level" is the name to the very right of a domain name:
        .info
        .com
        .org
        .biz

Second level is the first name to the LEFT of the period that begins a TLD:
        yourdomain.com

Next, you have third level domains, which are often called "sub domains":

        sub.yourdomain.com

        WRONG!!!!!!

If it WERE NOT a TLD, it couldn't be .info/anotherpage.htm

If it WERE, it could be .info/anotherpage.htm

        5th.4th.3rd.2nd.tld

So the www would be considered a THIRD level domain. WHY?

TLD(run/controlled by a master registry, such as verisign, and subordinate to NOBODY ELSE)
2nd(run/controlled by someone that is SUBORDINATE to the TLD.) That is most people here.
3rd(run/controlled by someone subordinate to the 2nd) That is usually the same as the 2nd, but sometimes a subscriber, etc...
4th, 5th,6th, etc..... To the best of my knowledge, the only REAL limit is like 60 some odd bytes.

BTW TLDs and 2nd have a special place... The TLD points to the 2nd DNS! The 2nd DNS usually defines all lower levels.

Answer is " Yes" but a .com is always preferable due to the habits of most online surfers automatically putting .com after every domain name so go for .com if it is available.

    yes it is.

at present more people are buying it for the reason that aside it is cheap (many registrar having a sale), .com and .net are hard to get.

It seems that a lot of registrars offer .info for dirt cheap in bulk. I was suggest spending the extra few bucks on a .com, unless you're don't something really large-scale.
