create a post and under "visibility" check to have it be a sticky at the top of your posts. ( located in the right sidebar, its another check box under "public")
it will stay at the top of all the posts.

I revised my original post a little. Basically goto the post you want to always be on top of the front page ( or create it ) in the wp-admin backend. On the right sidebar are options for when to have the post actually be posted as well as its "visibility". Click to edit the visibility and you will see a square box under "public" you can check to have that post be "stickied" to the top of the front page.

I can create a quick video if you need or do it for you.

Basically your front page would still be a 'blog" with new posts always being added to it BUT the individual post you checked would always remain at the top.

Sorry, I need to clarify what is it exactly that you want.

You have a static Page set as your frontpage in Settings Reading?
    Yes/No

And on the same Page you also want to show your posts - below the content of the static Page? In other words a "Static frontpage - combined with dynamic content"?
If yes, search for the phrase between the quotes
    Signature
