    You can do this with PPC marketing ...

    While selecting target countries, select the countries that you are interested in showing your ads to..

      .com works fine however I suggest that
      - you use the country top domain eg co.uk, .co.za as local search engines are often a bit stuckup LOL and many of the local might see a .com as non-local
      - use a shopping cart accepting the local currency, i.e. Euro, GBP
      - register in local search engines
      - PPC to local sites as Anup suggested. Adwords makes that easy but there are often similar local PPC programs (in South Africa we have AdEngine places Adwords style ads on top local sites)
      - Ensure your content has a local flavour
