Technical question about online downsells

I need some technical help in creating a downsell page on one of my websites.

If people visit the web sales page for one of my products and decide not to buy and leave the page, I want a second page to come up offering them a lower-priced version of the product. The only way I know to make this second page come up is to make it a pop up after the person clicks off the first page.

But, since most people have pop up blockers, that way won't do.

Is there another way to get the downsell page open up without using pop ups?
