Is It Spam To Email Leads From Triple Your

I belong to "Triple Your List" and have for quite a while 2007 I think. Every few days like clockwork I get at least three emails from TYL Staff with the subject: "Triple Your List Generated Another New Opt-In Lead... Within the email I get a full name and email address.
My question is, can I add these people to my list? Can I email them with an offer? Ya know all the great things we can do with a list? Or, would this just be spamming. I have a few hundred of these emails saved and have been wondering for a long time if I could email these folks or not.
Would love to know what you guys think.

    I don't add anyone to my list that hasn't entered their own information, just to be on the safe side. Besides, even if you can add them, how responsive will they be if it's been a few years since your program picked up their info? Just my two cents, I wouldn't add them.
