WordPress Categories - Need Help!

I need to be not only able to create categories but also subcategories. I will have a few dozen categories with each main category having about a dozen subcategories.

What is the best way or plugin that can do this. If there is a plugin that can map or create categories from a CSV import of sorts that would even be better.

    you will have to do them one by one , or try exporting XML file , see how does the categories look inside , the add more and re import
