How to trust Goolge Keyword tool comparing to the google adwords test?

Ok so I'd like to build a website around one keyword and trying to find the most profitable keyword with low competition etc. So by running few keywords at google keyword tool and then doing a test with PPC on google the results don't match at all, the keyword that suppostly gets alot of monthly searches gets much less impression then the keyword that I wouldn't even think of going after because by google stats it shows that it get low monthly searches? Any ideas? What do I do? And yes they both appear on the first page of google because I've placed the highest bids.. Thank you!

Just a few checks, though you probably thought of this

    1. Exact Match, Phrase & Broad - make sure you are comparing like with like
    2. Territories the same?
    3. Budget? might seem strange but sometimes you don't see all the traffic unless you set a very high budget compared to the respective traffic.

I suppose you also need to think about which term will likely get the higher CTR from both search & content network, possibly a different state of mind etc.

Interesting experience today on point with your post. In the Google keyword search tool I ran the following variables on my primary keywords for my business and got these USA average monthly results:
    homeowners associations websites................3600
    homeowner association websites...................1600
    homeowner association website.....................1000
    homeowners association website.....................720
The presumption of course would be that the term with all plurals generates by FAR the most t r a f f i c. So we set our SEO work up around principally that term and we launch a new AdWords campaign today covering each term and expect the impression numbers to roughly track the above.

    NOT EVEN CLOSE:
    homeowner association website...........1,044
    homeowners association website............361
    homeowners associations websites...........92
    homeowner association websites..............60
Now the singular variation dominates, not the plural.

I should note we bid so as to be #1 or #2 on each term so you would expect every input of the keywords into Google would generate an impression.

    Any ideas what's going on????

NOTE: Google insights gave a third, equally different set of results BTW!

      Did you use exact match?

Anyway, the GWT is pretty much accurate off and on.

Some keywords match up, some are far off and some popular keywords don't even show up in their keyword tool.

Remember that the adwords keyword tool and the traffic estimator are NEVER accurate. They are just estimates of the traffic that is there. The best way to make sure that there is traffic is to pick a keyword that has an exact mach of 1000 searches a month or more. I like to compare the keyword across multiple keyword tools as well, that way I can make sure that there is no doubt a decent amount of traffic there. If all of the keyword tools (wordtracker, micro niche finder, keyword spy, and market samauri) have traffic showing for your keyword, then you're golden.
