What are the laws for starting a business that has a city as part of the name? Or even a domain?

    If there are any, it's not enforced, considering how many businesses are named, for instance, Los Angeles; Auto, Tow, Pizza, etc. etc. and that goes for all cities and States for that matter.

    I don't believe that's the slightest problem. There are all kinds of 'Calgary Glass' and Alberta Insulation types of businesses.

    No problem at all. In fact, some very wealthy domainers have registered names like chicago.com, sanfrancisco.com and done very well selling those domains. City names are not trademarks and can be used. I just registered hollywoodca.co to do a celebrity blog.
