Social Bookmarking Submission / Experts / Big Seeding

I'd love some advice, I've been expirimenting with trying to get an article to go popular on digg / stumble etc, but I figure that without a massive network of people willing to digg my submissions within the first few hours of submission that I stand ZERO chance of getting anywhere, even with unique and interesting content...
I'm looking into hiring someone in the future - some kind of "social marketing expert" who can get a big project of ours dugg and stumbled, and popular across a range of social bookmarking sites. This will be more of a launch than just an interesting article so it needs to be done by someone in the know..
Has anyone hired a social expert and had a positive experience or can you point a few names to me so I can research them - the only name I have managed to find is Dan Zarilla - he looks okay but I would love to hear people's experiences.
