How come my site only appears in Quotation Marks?

My site is indexed and when searched in quotations it's number #1 (long tail keyword)

When quotation marks taken away, it doesn't even appear in all 63 pages.

Apparently there are at least 63 pages of sites using those
keywords that outrank you. Just because they don't use them
in the same exact sequence (as in quotes) doesn't mean those
words aren't found on their sites.

From around 30 pages and beyond, most of the sites don't have ANY of the keywords I'm searching in the title, just one or two in the body. A lot of them have 0 backlinks aswell, versus my website which has 19. Some of my backlinks are from PR2 - PR6 homepages aswell.

Seems a bit odd that sites are out ranking me which have very little relevance.

What does come up when you search the phrase without quotes? Is it other sites that are using that phrase either in their page titles or domain?

I've noticed that when I have a newer site that doesn't yet have a lot of juice behind it (links, in case you don't know what "juice" means...lol :p) other sites that seem to be less relevant will still rank higher than mine - even if I have the exact search phrase as my domain name, page title, keywords, etc.

Only after some time has passed and I've built up a decent amount of backlinks does my site start to overtake the others.

Sometimes it's hard to tell what the big G is thinking - but if your site is relatively new and you don't yet have a lot of links and traffic, that may be the reason you have to do a search in quotes to find it.
