INTERNET MARKETING

Where can I find that site where the buyer posts the specifications for a "contest" and then chooses a winner from the responses?

Usually the contests are for graphics and stuff like that, but I think they also do other types of contests. Not thinking of eLance or Rentacoder (now vWorker) type sites.
