You can get hosting on a month by month basis at the major hosters...if you let it lapse I believe that the work you put into it will go bye bye but someone else will have to confirm?

Most hosting companies will keep files on their servers for 2 months after missed payment, after that they're gone. But... it's $8, so it shouldn't be an issue.

To get a unique design, your own logo, and some customization to fit your startup strategy I would put a number like $200 if I were paying someone to do something like this. Of course, a true masterpiece is in the detail. Just going with default install and commonly used template is going to have its limits.

I strongly advise against 1and1 ... Google 1 and 1 scam for information. You could be very sorry going with 1&1

Just get Hostgator Baby Croc hosting, a domain at Namecheap, free Wordpress, but you are going to have to build a website with some value to the buyers if you expect to sell it. Selling startups isn't that easy.

  I am presently in the middle of creating an information product and to keep costs low I am using the X10hosting service and have found it to be pretty dang good for free.
  
  A little slow, but what can you expect for free, and beyond that it is very low cost if you want to upgrade as well. It even has Fantastico (I think), or another script installer where you can install WordPress, Joomla, or a variety of other popular free scripts.

Basic costs that are obvious are that of the domain registration and hosting. You can search for cheap domain name likewise cheap and reliable hosting service. Afterwards, you can install wordpress which has been suggested to you earlier. It is very to set up and manage. There are lots of videos on youtube on how to set up your wordpress site in minutes. That's website creation made simple

I would stress the question - how do you know you will find a buyer, if you'll have no traffic and anything? Is it a great domain name like makemoneyonline.com?

You shouldnt have to pay for hosting. Decent domain registrars provide full hosting services for free. (up to a certain amount of memory) which should be more than enough for a small website!

Try lime domains

Free web hosting, free domain name, free domain hosting-LimeDomains <-- not an affiliate link

Full DNS Management, no forced ads, full cpanel, etc etc. i could go on and on..
