Need help filling up tax forms

This is a bit of help for a someone else-
1) They have made some affiliate sales
2) They have been asked to create fill up a W8 ECI form
3) The problem comes on section 6
"U.S. taxpayer identification number (required--see instructions)"
The person does not have this and they are based in the UK, they have no ties to the US whatsoever.
4) would he be required to fill up a W7 form?

    because the company itself has asked to provide it for all the affilliates, i think the product he is marketing originates from the us

    I don't know a ton about tax law, but if they are required to fill out a form which requires a Tex ID #, they probably need to get one. I would consult an accountant.
