    Not to the payer.

The receiver pays a small fee.

When you pay by debit card, i am not sure if you can do a chargeback, but with credit card you can.

Paypal does charge fee depending on the account the receiver has.

Always pay using paypal funds to people whom you trust only

As a purchaser, you're very much worse protected if you buy anything by debit-card, because you have neither PayPal nor a credit-card company through whom you can get your money back, if anything adverse happens and the vendor doesn't cooperate.

I see. I had actually used the debit card to purchase the war room membership I have heard that it's easier to get a refund if u pay via paypal, is that true? Also, i have a business paypal account. One thing I wld like to ask is if I "attached" my debit card to a certain paypal account, can I attach it to another paypal account, like a personal one?

No you can only attach one credit card to one paypal account from what I learned when I tried. But you can always call paypal directly and they will walk you through the best steps to take as they did with me when I first signed up for their services.
