Search engine doesn't notice website changes in description and meta tags

so basically I made changes to my website's metatags, description and keywords but google search engine seems doesn't notice these changes.

1)So the thing is I am going to implement some SEO for this website. Website is listed on google but how do I know if it's listed for a specific keyword ?

2)Also title and description of the website hasn't changed on google, do I have to resubmit my website to google or enything ?

3)Another thing I am thinking of...is there any kind of sitemaps(like for wordpress blog) to install on your static website? would make the whole process a hell of alot faster.

    1) Do a search for your keyword and look through the results until you find your site.

    2) The search engines aren't continously scanning everysite. Give it time, they'll catch up eventually.

      After I make changes to my meta and title tags I update my site map. digg the site and I go to google adwords, tools and keword analyses.
      Gioogle scans my site to recommend keywords and at the same time they update their spider info.

      I can see the changes in the search by the next day, sometimes sooner.
