Web Based ISP?

I am wondering if there are web based ISP's that are high speed that I can purchase for my outsource team in the Philipinnes where the internet is slow and goes out every other day!

I am also thinking about a VPS for them to access some software to use but that wouldnt come with internet connection to use will it?

    I don't know about a web- based ISP but I can assure you that a VPS will definitely not come with its own web connection. Its comes with an IP address and once logged in they can navigate out, but if the base connection to the VPS sucks then so will the rest of the connection

    You wouldnt have a regular internet because I was thinking you connect to the internet via the web or satellite. Atleast that is what I am hoping for.
