Twitter message scheduling via a CSV file

I am looking to mass automate my tweets and the only way I could think of would be to have it all put on a CSV or text file and upload it to a site that does message scheduling through file uploads. I found a few such services that allow this for a monthly subscription cost. I found one free one at Twitresponse.com but it doesn't allow me to upload the CSV without errors. The second closest I came across is http://www.socializeyourcause.org/ where they offer monthly subscriptions starting from around $10 (a very limited $10 account btw).
I was wondering if anyone knows of a similar service where they do this for free or for a reasonable price. I would much prefer a one-off cost web based software if there is such a thing.
