As far as I'm concerned a Web 2.0 website is any site that allows communication between users of that site.

Therefore, a blog would be a Web 2.0 site because you can leave comments and the poster can respond. Twitter and Facebook are Web 2.0 site for obvious reasons of being able to communicate with people.

More accurately, it's a site where virtually all of the content is created by the users, instead of the owner.

The first and still the most common "Web 2.0" model was the forum.

Web 2.0 is a style or really a way of thinking you know like "the 80's" its the current way to describe the design and functionality trends happening now. Google has a wealth of knowledge on the subject and you will find many different opinions on what "web 2.0" actually is. Some just focus on the design style stating that web 2.0 is a certain way of designing a logo or website, some focus on the mindset and how things function I tend to look at the big picture and say its both/all.

web 1.0 called static website, which change only made by owner trough FTP.
web 2.0 allowed user to contribute(it may depend on permission settings on FTP also), for example social networking/forum as described by some user above.
