A PAYPAL bug - a workaround - and a problem

1. BUG
When I login to my account I get

that you check both your PayPal account and your email for a
transaction confirmation during the next day.

to that site (don't use your browser's Back button) and
restart your activity.

the upper-left corner to return to our home page and restart
your activity. You might have to log in again

2. WORKAROUND
Paypal agree it is a bug and advise this workaround
... we are currently updating our systems and, as a result, certain
features have been affected. We're aware of this issue and we would like to
assure you that our technicians are actively working to resolve it. I have
passed on your information for inclusion in any upgrade. I regret any
inconvenience this may have caused you and appreciate your patience and
understanding. I do apologise for the inconvenience this has caused you.
In this issue, we have a temporary work around. Please follow the steps
that I have prepared for you.
1. Log-in to your PayPal account
2. You can see thee the error message 'an error has occurred after you have
clicked the last link'.
3. Click 'Help' at the upper right corner of the page near the log-out
button.
4. Click 'My account'.
3. PROBLEM
Although I can now login and can transfer and withdraw money
I cannot 'BUY' through my account.
The problem began around October 10 and I can't see it
being solved.
When I asked for a possible date for a solution I was told
"in this kind of situation, we would be unable to
give you a specific details as to when will the
technical difficulties will be resolved."
I then made a suggestion.

As it is 3 weeks since this error was reported and Paypal
are not yet able to resolve how it originated - which might
presumably require software changes - then can you simply
UNDO the setting on my database record which is stopping
access.
Just to clarify: although your workaround does allow me now
to logon I am unable to BUY anything because when I click on
a buy link the error message occurs and cannot be bypassed
this time by the workaround.
As you can see I tried to explain this in my last message
but your staff member XXX misunderstood and gave a basic
explanation on how to make a purchase with Paypal.
I do hope that my simple suggestion is actioned so that I
can now properly utilize my Paypal account i.e. so that I
can buy things.
