    I've used elance.com
You post a job and people bid on it.
Worked out quite well for SEO work outsourcing.

I think odesk is also similar.

Just make sure you know what kind of stuff you want done. For SEO make sure they don't use Blackhat techniques (unless that is what you want) as your site could get blacklisted on search engines due to lots of links from spammy sites.

I am slightly amused that the forum automatically spell corrects black hat to BlueFart.

Here is my personal list of favorite places to get insourced, outsourced, and crowdsourced work:

SmartyVA.com - The site matches small-business owners with savvy virtual assistants to create engaging social media campaigns.

Elance.com - Outsource to expert programmers, designers, writers, translators, marketers, researchers and admin contractors with tested skills

Rentacoder.com - connects businesses with a global freelance market of programmers.

CloudCrowd.com This crowdsourcing site helps companies increase efficiency by breaking large projects into smaller tasks and distributing them to a virtual work force.

Docstoc.com More than 20 million users a month use Docstoc to access free professional documents including legal agreements, HR forms, business plans and tax forms.

99designs.com Thousands of designers compete for clients who need logos, websites or anything else designed for their small business.

ON24.com - More than 700 organizations in publishing, technology, life sciences, government and financial services rely on ON24's virtual trade show and webinar services.

Outright.com This free online bookkeeping site helps the self-employed manage their finances and prepare for tax time.

The ones mentioned above are great resources also.

There are a lot of them out there and one that I really like using is SEOClerks.com
I really did earn quite a lot so that's why I'm recommending it.
I did have some trouble with others so it was difficult to find good ones.

I have been using Elance.com in the past and I really like how it all works.

I think that you should find one place and post one job. Don't post the same job in multiple places.

I would suggest tryout out flocksy.com. It is a freelancing site with a social aspect. It also allows you to create a full profile and manage all your projects efficiently. There is no cost to create an account and sell your services.

I wanted to share my experience from the other side of the wall. I frequently hire freelancers for some projects and here are some stuff I think might be good for you to know:
    1. If a developer has a profile on a freelance website but the profile is not complete or is not working for any reason, I do not continue looking around that person.
    2. It is more attractive to see a freelancer who has a personal website as well as promoting him/herself on other websites.
    3. It can be impressive to see a developer/designer to have a page just to show how creative and crazy they can get. This can be one page of their own website to show the depth and breadth of their work.
    4. Super low prices or super high prices are always throw offs
    5. It must be easy to contact the freelancer. Some of the websites hide information in layers of work and it becomes annoying. I have seen this more than I would like to see. Make it as easy as possible for people to contact you.

    I hope these could help
    Good luck

I would like to suggest you Fiverr to get your job done at cheap price. But you should be careful before placing a order. You need to research couple of sellers by their ratings, reviews, confident. There are lot of quality seller available in fiverr marketplace. Even, I spent almost 700 $ as a buyer ! Now I'm a seller too ! Video making for IM business.
