Wordpress plugin that does this?

Is there a wordpress plugin that will allow me to add a banner sized ad to the top of the category as well as any posts that is labeled inside that category?

I have looked in google and even the forum itself and haven't been able to find one. I would prefer it to be free however... If I have to pay for one like this then that will be fine too.
