Quick Adwords/PPC question

Hey guys,

The "traffic estimator" in Adwords shows 1.3 or 1.6 or something like these. What does this mean? It used to have a dash meaning with a certain bid you would be most likely placed in position 1-3 or 4-6.

What does the point mean?
