While its nice to find someone locally you shouldn't rule out someone out of state.
My tech has been working for me for 4 years now and lives in New Mexico - I live in Arizona. She is paid by the project
Another example - I manage all the online related activities (store creation and management, online promotion, link building, traffic generation, list building.... etc) for an online retail store based out of Illinois - my partner is there and I live in Arizona.
In fact all my clients are not local - they are scattered all over the country.

Thats what phones, email, snail mail, fax, web meeting systems, Skype, Instant messenger, etc were created for.

I prefer it this way. We meet - discuss the game plan for the week / day then I go to work. They do what they have to do and I do what I have to do. Everyone has their list.
No one is micro managed because we are each skilled for our individual tasks.

You may want reconsider the employee / employer relationship and try hiring independant contractors for your tasks.
